The department prepares grant applications and administers grants for our member governments from Alabama Department of Economic & Community Affairs (ADECA), Economic Development Administration (EDA), Delta Regional Authority (DRA), Alabama Department of Transportation (ALDOT), Alabama Power Foundation, Alabama Emergency Management Agency (AEMA), Federal Emergency Management Agency (FEMA), and others.
The Emergency Food and Shelter Program (EFSP) was created to supplement and expand the work of local social service agencies, both non-profit and governmental, to help people with economic (not disaster-related) emergencies.

Geographic Information System: LRCOG uses a GIS in the development of Transportation Planning documents and in support of LRCOG projects by performing tasks such as: Address Geocoding, Flood Zone Analysis, Demographic Analysis and Cartographic (Map) Production.
A locally-controlled source of capital used to help finance start-up and expanding businesses that creates permanent jobs. As borrowers repay their loans, the payments are added back to the fund for lending to other businesses.
Interest on our RLF loans are generally below prime rates and are determined by the project needs. The program is intended to fill the gap between what the bank can lend and what the borrower can provide in equity. By combining bank and RLF financing, the borrower can often get advantageous rates and terms.

The goal is to improve the self-sufficiency of individuals with low income who need transportation in order to gain and/or maintain employment by connecting those individuals with reliable, safe, and affordable transportation options.
Agencies that have low-income clients who meet program eligibility can participate in this 50/50 match program each year by contacting the Mobility Manager at Lee-Russell Council of Governments. Individuals cannot apply for these trips on their own.
Assist the Lee County Emergency Management Agency and Russell County Emergency Management Agency to develop Natural Hazard Mitigation Plans, Coordinated Transportation Plan, grant applications and other special projects.
Prepared a regional Comprehensive Economic Development Strategy (CEDS) Plan to be used as a guide for economic growth in Lee and Russell County.
